Copyright and related rights in
Saudi Arabia are principally governed by the Copyright Law, its Implementing
Regulations and the Regulations for the Optional Registration of Copyright
Works. SAIP administers the registration system and publishes separate
electronic services for different categories of works.
·
Copyright
Law, issued by Royal Decree No. M/169 dated 14/08/1447H (2026)
·
Implementing
Regulations of the Copyright Law –
SAIP Board Decision No. 33/T/2026, dated 5/2/1448HRegulations for the Optional Registration of Copyright
Works, including the amendments adopted by SAIP.
The Saudi registration system is
voluntary. Under the Optional Registration Regulations, failure to register a
work or a transaction affecting it does not prejudice protection or rights
under the Copyright Law. Registration is therefore documentary rather than
constitutive.
·
The
certificate records the work and the information accepted by SAIP.
·
The
certificate is not permission to use, circulate, display, publish or otherwise
exploit the work.
·
Registration
does not replace the need to establish authorship, originality, ownership or
chain of title if those matters are disputed.
·
The
work must independently satisfy the requirements for copyright protection under
Saudi law.
Saudi copyright protection
extends to original literary, artistic and scientific works expressed in a
perceptible form. The legal categories are broader than the specific electronic
service labels used by SAIP. The correct filing path should therefore be
selected by reference to both the legal nature of the work and the categories
currently available in the portal.
|
Work category |
Examples |
Current SAIP pathway / qualification |
|
Written and literary works |
Books, articles, manuals, reports, research,
poetry and other written content |
Filed through the Written Works registration
service. The portal category covers written materials including books,
articles, manuals, reports, research, poetry, educational materials, plays,
film scripts, summaries, brochures and similar textual works. |
|
Computer software and applications |
Computer programs, mobile applications and
related software works |
Filed through the dedicated Computer Software
and Applications registration service. |
|
Architectural works |
Architectural plans and completed
architectural works, including buildings, bridges and gates |
Filed through the dedicated Architectural
Works registration service. |
|
Artistic works |
Drawings, paintings, graphic designs,
illustrations and two-dimensional artwork; a logo may fall here as one
example |
Filed through the Artistic Works and Applied
Arts registration service. This may include drawings, paintings, graphic
designs, illustrations and logos where they qualify as artistic works. |
|
Applied-artistic works |
Artistic creations applied to products or
utilitarian articles |
Filed through the Artistic Works and Applied
Arts registration service. This covers artistic creations applied to products
or utilitarian articles. |
|
Schematic and technical works |
Technical, scientific, mechanical and
engineering drawings |
Filed through the Schematic Works
registration service. This covers technical, scientific, mechanical and
engineering drawings. |
|
Three-dimensional topographical works |
Three-dimensional designs and models
representing topography, science or geography |
Filed through the dedicated Three-dimensional
Topographical Works service/category. |
|
Audio, musical and oral works |
Musical compositions, lyrics, lectures,
speeches and other audio or oral works |
Protected under the Copyright Law. No
standalone SAIP filing category was identified in the portal materials
reviewed; filing route depends on the form in which the work is submitted,
such as written lyrics, written speech, musical notation or another accepted
representation. |
|
Audiovisual and cinematographic works |
Films, videos and other works combining
moving images and sound |
As of October 2026, this service is not yet
available. However, SAIP has confirmed that it is expected to become
available in the near future. |
|
Photographic works |
Individual photographs and organized
photographic collections |
Filed through the Photographic Works category
shown in the live SAIP portal. |
|
Maps, plans and scientific representations |
Maps, geographical plans and scientific
illustrations |
Filed through Schematic Works where the work
consists of maps, plans, diagrams, technical drawings or scientific
representations. |
|
Derivative and composite works |
Translations, adaptations, compilations,
databases and other works incorporating pre-existing material |
Protected under the Copyright Law. The filing
category follows the nature of the derivative or composite work: for example,
a translation or written compilation would be filed as a written work, while
an adapted artwork would be filed through the artistic/applied-artistic
route. Rights in the underlying material must be addressed. |
The Optional Registration
Regulations define the registrant as the author, any rights holder or their
representative. An application may therefore be filed by:
·
the
author;
·
an
owner of copyright or other relevant rights in the work; or
·
an
authorized representative acting on behalf of the author or rights holder.
Applications may concern natural
persons, companies, establishments, government entities, successors in title
and minors. Where the filer is not the author or rights holder, the filing
package must establish the filer’s authority and the relevant relationship.
The electronic application must
include the following information, as applicable:
·
applicant’s
name, nationality, capacity and address;
·
copy
of the power of attorney, where applicable;
·
author’s
name, pseudonym or professional name, nationality and address, and date of
death if applicable;
·
name
and address of any entity that directed the creation of the work;
·
document
establishing the relationship between that entity and the author;
·
title,
type, description and language of the work;
·
publisher’s
name and address, date and place of first publication and international number,
where applicable;
·
information
concerning any transfer or other transaction affecting the rights, including
the transferee, nature, duration and geographical scope; and
·
documentary
evidence of the transfer or transaction.
·
For
the portal pathway reviewed by the Saudi team, the final work may be uploaded
in PDF, DOC or DOCX format, with a maximum of five files. File specifications
should be rechecked for each category because software, audio, audiovisual,
photographic and three-dimensional works may require different formats.
·
Where
the work has been published online, the copyright owner or relevant publisher
should be identified; the distribution platform itself (for example, an app
store or social-media platform) should not be entered as the rights holder
merely because the work appears there.
·
The
brief description field is limited to 500 characters.
·
The
live portal also requests the work category and sub-category, date of creation
and publication status.

The following information was
verified by the Saudi team through the live SAIP copyright portal and should be
read together with the Optional Registration Regulations.
The portal permits filing by the
author or rights holder, or through an authorized representative, guardian,
government entity or other authorized person. The filer must provide the
applicant’s name, capacity, address and contact details, together with the
document supporting the filer’s authority or relationship to the author or
rights holder, where applicable. Where an agent or representative files, the
authorization should specifically cover representation before SAIP for
copyright registration. A foreign authorization may require legalization or
apostille, as applicable.
The portal requests the work
category and sub-category, title, description, creation date and publication
status. The brief description field is limited to 500 characters. If the work
has been published, the application should include the relevant publication
details, including publisher or rights-holder details where applicable. For
online publication, the copyright owner or publisher should be identified
rather than the hosting or distribution platform merely because the work
appears there.
Upload format, file size and
number of permitted files depend on the selected SAIP category. For written and
literary works, the portal information reviewed permits PDF, DOC and DOCX
files, with up to five files. Other categories have separate technical requirements.
For each natural-person author,
the portal requests the full name, Arabic and English names where applicable,
any pseudonym, nationality, country of residence, date of birth and contact
details. The application must indicate whether the work was created within the
scope of employment.
Where the author is deceased,
the portal requires a death certificate and a legal inheritance document
identifying the successor or successors entitled to the copyright.
Where a company, institution or
government body is identified as author, owner or directing entity, the portal
requests entity details and supporting documents. For companies or
institutions, this may include the commercial registration and a certified authorization
or delegation. For government entities, this may include an official
authorization letter. Where the work was created at the direction and for the
benefit of a legal entity, the supporting documents should identify the
relationship between the entity and the individual creators and should be
consistent with the relied-upon ownership basis.
Where the copyright owner
differs from the author, the portal requests the owner’s full details, contact
information and ownership percentage if there are multiple owners, together
with an assignment, employment document, commissioned-work agreement, transfer
declaration, inheritance document or other document evidencing ownership or
transfer of economic rights. Where the author and copyright owner are the same
person, a transfer document is generally not required.
Where AI tools were used to
generate, draft or materially assist in producing the work, the live SAIP
portal information reviewed by the Saudi team requires disclosure of the AI use
and supporting materials, including:
·
a
declaration regarding the use of AI;
·
the
original AI-generated version;
·
the
final version showing the author’s creative modifications; and
·
a
description of the creative additions, modifications or enhancements made by
the author.
This requirement should be
treated as a live-portal filing requirement rather than an express statutory
test for copyright protection.
The application should clearly
identify the human creative contribution relied upon for protection.
Registration should not be represented as confirming copyright in the AI
system, the prompt alone, or unmodified machine-generated material.
Fully autonomous AI-generated
outputs should not be assumed to qualify for copyright protection in the
absence of sufficient human creative contribution. Eligibility remains subject
to SAIP examination and the Copyright Law’s originality and authorship requirements.
The AI-related exception under
the Copyright Law concerns the use of protected works for developing AI
products or algorithms, subject to the conditions set out in the law and
Implementing Regulations. It should not be treated as a registration rule for AI-generated
outputs.

Where a format appears to
reflect portal spelling or duplication, such as GIFF/GIF, the portal wording
should be followed unless corrected by SAIP.
·
The
work must contain sufficient originality appropriate to its nature.
·
The
work and its contents must not conflict with Islamic law, Saudi laws or public
morals.
·
All
required information and attachments must be complete.
·
An
application is generally limited to one work, although SAIP may allow multiple
works under specified conditions.
·
The
work must not fall within subject matter excluded from protection.
·
The work must be a type of subject matter protected by
copyright. For example, a business method, marketing strategy, idea, procedure
or abstract concept is not protected as such; however, an original written
report, manual, presentation or other expressive work describing that strategy
may be protected in its original wording, structure, arrangement or
presentation.
·
The
work must be in its final form and must not be a draft or preparatory work.
·
Applicable
examination and registration fees must be paid.
·
Any
additional conditions or requirements issued by SAIP must be satisfied.
·
As
a general rule, each application is limited to one work or one related-rights
subject. Multiple works should not be included in a single application unless
SAIP permits otherwise under applicable controls.
1.
Identify
the nature of the work and select the correct SAIP registration category.
2.
Confirm
that the work is final and eligible for registration.
3.
Collect
applicant, author, contributor, publication and ownership information.
4.
Prepare
the work deposit and supporting documents in the format required for the
category.
5.
Access
SAIP’s copyright portal through the applicable login route.
6.
Complete
the electronic application and upload the work and attachments.
7.
Submit
the application.
8.
Pay
the examination fee after the invoice is issued.
9.
Respond
to any request for clarification, correction or additional documents.
10. If accepted, pay the registration
fee within the prescribed period.
11. SAIP registers the work and issues
the registration certificate.
Copyright protection arises
automatically when an eligible original literary, artistic or scientific work
is created and expressed in a perceptible form. Optional registration with SAIP
is not a condition for protection and does not change the date on which
protection begins.
The author’s moral rights to
publish the work for the first time, the right of attribution, the right to
publish under a pseudonym or anonymously, the right to object to attribution of
the work to another person, the right to object to the author’s name being
placed on a work not authored by them, and the right to object to distortion,
alteration or prejudicial modification of the work.
These moral rights are perpetual, not subject to limitation periods,
non-transferable and non-waivable. They do not fall away merely because
economic exploitation rights have been transferred. The management of moral
rights passes to the author’s general successor after death.
The author may also request the competent court to prevent release of the work
or withdraw it from circulation for serious reasons, even after disposing of
the economic exploitation right, subject to the court’s assessment and possible
compensation to the economic-rights holder.
The duration of the transferable
economic rights depends on the type of work and the circumstances of
authorship. Under Articles 22 and 23 of the Saudi Copyright Law provides the
following principal terms are as follows. The following table addresses the
duration of transferable economic rights only. Moral rights are addressed
separately above because they are perpetual, non-transferable and non-waivable.

Computer programs/applications
and photographic works are expressly protected copyright works under Article 3
of the Copyright Law. However, the new Article 22 does not assign them
standalone protection periods. Their economic-rights term should therefore be
determined under the applicable general authorship rule, legal-entity rule,
unknown/pseudonymous-author rule, joint-work rule, or collective-work rule, as
applicable.
The protection period under
Article 22 begins from the start of the year following the relevant event, such
as the author’s death, completion of the work, first showing or first
publication, as applicable.
Where a work falling under the
general, joint, legal-entity, unknown-author or pseudonymous categories
consists of several parts or volumes published separately and at intervals,
each separately published part or volume is treated as an independent work for
the purpose of calculating the term of economic protection.
The applicable term should be
determined by the legal character of the work and the authorship structure, not
merely the label selected in the SAIP portal.
For example, a photograph is protected as a copyright work, but the new law
does not assign photographic works a separate 25-year term. A photograph should
therefore be assessed under the applicable general rule, legal-entity rule,
unknown-author rule or other relevant Article 22 category. Similarly, computer
software and applications are protected works, but the new law does not provide
a standalone software-specific term; the applicable term depends on the
relevant authorship and ownership circumstances.
A company-owned work may also require analysis of whether the company is the
author, the economic-rights owner by transfer or employment, or the
author/directing entity of a collective work. The ownership documents and
application description should therefore be consistent with the term relied
upon.
Indicative service time. The current SAIP service pages reviewed for written
works, software, architecture, artistic/applied-artistic works and schematic
works state an indicative execution period of seven working days.
Examination-fee payment deadline: After filing, the applicant
must pay the examination fee within 30 days from the date of submitting the
application if the fee is not paid within that period, the application may be
treated as if it did not exist.
Regulatory decision period. The Optional Registration Regulations allow SAIP up to 60
days from payment of the examination charge, or from completion of additional
requirements, to decide the application.
Additional requirements. Where SAIP requests additional information or documents,
the applicant generally has 90 days from notification to comply.
Registration-fee payment deadlines. If the application is
accepted, the applicant must pay the
registration fee within 30 days from notification of acceptance. Failure to pay
may result in the application being treated as not filed or abandoned.
Practical qualification. The actual timeframe varies according to category,
completeness, payment, classification issues and SAIP requirements. The
seven-working-day service estimate should not be presented as a guaranteed
statutory completion date.
Processing time: SAIP service pages currently state an indicative
execution time of seven working days for the listed copyright registration
categories. This is a service estimate and should be read together with the
regulatory timelines in Section 15, including the examination-fee payment
deadline, SAIP’s decision period, the additional-requirements period and the
registration-fee payment deadline.
The live portal information

Amendment of Registered Work |
To amend or correct registered information or
data relating to a registered work or related-rights subject. |
The work or related-rights subject must
already be registered with SAIP. The amendment must relate to registered
information or data and must not affect the work itself. The applicant must
submit the amendment request, provide evidence supporting the reason and
accuracy of the amendment, pay the examination fee and, upon acceptance, pay
the registration fee. SAIP then updates the registered information and issues
the relevant certificate. |
Fees follow the applicable schedule in
Section 16. The higher software schedule applies to Computer Software and
Applications. The lower “Other Copyright Works” schedule applies to other
categories, based on the portal information reviewed. |
|
Recordal of Transaction |
To record a transaction affecting a
registered work or related-rights subject, including full or partial transfer
of rights or licensing. |
The work or related-rights subject must
already be registered with SAIP. The transaction must be evidenced by a legal
document identifying the work, parties, type of transaction, duration and
scope, where applicable. The applicant must submit the recordal request and
supporting document, pay the examination fee and, upon acceptance, pay the
registration fee. SAIP records the transaction and issues the relevant
certificate. Registration of the transaction serves as evidence of the
transaction against third parties, without prejudice to the Copyright Law and
Implementing Regulations. |
Fees follow the applicable schedule in
Section 16. The higher software schedule applies to Computer Software and
Applications. The lower “Other Copyright Works” schedule applies to other
categories, based on the portal information reviewed. |
This guide is based on the Saudi
Copyright Law, the Optional Registration Regulations and the SAIP service pages
available in August 2026. SAIP’s electronic service structure, technical
requirements, fees and operational practices may change. Certain protected
categories do not currently have a clearly identifiable English-language
service page, and some English and Arabic pages contain inconsistent fee
information. Accordingly, the precise category, deposit format, authentication
standard, fee and portal requirement should be reconfirmed at the time of each
filing.
This document is a general
copyright registration guide. References to logos are included only as an
example within artistic works and are not the focus or scope of the guide.
Confidential or sensitive
deposits. No dedicated confidentiality
treatment for software source code, technical drawings, unpublished manuscripts
or other sensitive deposits was identified in the portal materials reviewed.
Sensitive or confidential material should therefore be assessed carefully
before filing, and applicants should avoid submitting source code, technical
files or commercially sensitive material unless required by SAIP or
strategically appropriate.
The registration, amendment or recordal certificate is issued by SAIP after
acceptance and payment of the applicable fee. Any authentication, apostille,
legalization or other formalization required for use of the certificate outside
Saudi Arabia should be handled separately through the competent authentication
route.
No. SAIP registration is
optional. Protection is not dependent on registration, provided the work meets
the applicable requirements for copyright protection.
The author, a rights holder or
an authorized representative may apply. The filing package should establish the
filer’s authority and the relevant ownership or representative relationship.
No. The certificate records the
work and information accepted by SAIP. It does not itself authorize use,
circulation, display, publication or other exploitation.
Prepare a final copy of the
work, applicant and author information, identification or corporate documents,
the prescribed declaration and relevant authorization or ownership documents.
Category-specific requirements and authentication standards should be confirmed
before filing.
The service pages reviewed state
an indicative seven-working-day execution period. Actual timing depends on
completeness, payment and SAIP requirements. Section 15 explains the regulatory
decision period and payment and response deadlines.
The portal schedules distinguish
software and computer applications from other copyright works, and individual,
legal-entity and student applicants. Examination and registration are separate
charges. See Section 16 and confirm the live portal amounts before quotation or
filing.
The portal information reviewed
by the Saudi team requires AI-use disclosure and supporting materials,
including the original generated version, the final version and an explanation
of the human creative changes. Eligibility remains subject to SAIP examination
and the applicable legal requirements.
SAIP offers amendment of
registered information and recordal of transactions affecting registered works.
The supporting documents, examination and registration charges depend on the
service and applicable work category.
The
following Arabic templates/screenshots were supplied by the Saudi team from the
SAIP portal. They are included as operational evidence and drafting references.
The final form, execution, certification, legalization and apostille
requirements should be confirmed for the particular applicant and document
origin.
A1. Certified corporate authorization — authorizes a
named representative to complete registration of the identified work for the
company or entity.
A2. Declaration that the work was created for a legal
entity — confirms creation at the company’s direction and for its benefit under
contracts allocating intellectual-property rights to the company.
A3. Certified declaration confirming transfer of economic
rights — confirms that identified employees created the work at the rights
holder’s direction and that all economic rights were transferred to the named
rights holder.
A4. Copyright assignment agreement — records the author’s
transfer of all economic rights in the identified work to the rights holder,
with signature and date fields for both parties.
