A New Dawn for IP in Egypt: The Launch of the Egyptian Authority for Intellectual Property (EIPA Egypt)

 

We at Alyafi IP Group are thrilled to revisit one of Egypt’s most ambitious institutional reforms — the Egyptian Authority for Intellectual Property (EIPA Egypt).

IP Legislation in Egypt

Although the law establishing EIPA was issued back in August 2023 (Law No. 163 of 2023, WIPO Lex),  and became effective on 7 August 2023. The legislation mandated that the new authority be operational by around August 2024 (plus potential 6-month extension).

The real transformation is unfolding now, after nearly two years of groundwork — from drafting internal bylaws to relocating offices and merging departments — EIPA Egypt is finally transitioning from a legislative framework into an operating authority.

EIPA – Egyptian IP Authority – 2025

Why are we talking about it today? Because 2025 marks a critical implementation milestone. The initial one-year window (plus the six-month extension permitted by law) for the Authority to assume its full functions has elapsed, and we are now witnessing:

  • The final move into its new headquarters in Cairo,
  • The integration of formerly separate IP departments (trademarks, patents, plant varieties, and copyrights), and
  • the testing phase of its new digital filing and database systems, a long-awaited modernization of Egypt’s IP infrastructure is underway.

 

President Abdel Fattah El-Sisi has been a strong advocate for the establishment of the new Authority, which stands as a cornerstone of Egypt’s National Intellectual Property Strategy (2022–2027). The initiative seeks to transform what was once a fragmented IP framework—where multiple ministries managed different rights, often resulting in procedural overlap and delays—into a unified, efficient, and digitally enabled system.

By consolidating all intellectual property functions under the Egyptian Authority for Intellectual Property (EIPA), the government is signaling a clear commitment to modernize the protection of innovation, creativity, and investment in Egypt.

According to the Egyptian State Information Service (SIS), President El-Sisi signed Law No. 163 of 2023 on 13 August 2023, formally creating the Authority “to enhance the governance and efficiency of Egypt’s IP ecosystem” and to ensure that intellectual property serves as a driver of national development.

The timing of this discussion, therefore, isn’t about the law itself — it’s about its activation, and the status of this transformation. For the first time, the Authority is moving into place both physically and operationally, setting the stage for Egypt’s IP system to finally function as a unified, digital, and internationally aligned framework.

Egypt Intellectual Property Authority – Mission

EIPA is set to be a game-changer for the Egyptian IP landscape. From protecting and registering trademarks in Egypt, to registering patents and supporting researchers, inventors, startups, and SMEs, the Authority is designed to make it easier than ever for innovators to secure and benefit from their intellectual property.

Key highlights of EIPA Egypt include:

  • Strategy: Driving and implementing Egypt’s National Intellectual Property Strategy (2022–2027) to strengthen innovation, creativity, and competitiveness. This includes coordinating policies across ministries, aligning national legislation with international treaties, and ensuring that IP contributes to Egypt’s sustainable development goals.
  • Protection:  Centralizing and modernizing the registration and administration of all IP rights, including trademarks, patents, industrial designs, Copyrights, and plant varieties under one unified authority. EIPA aims to standardize examination practices, reduce procedural overlap, and introduce clear service timelines to improve user experience.
  • Digital Transformation: Launching integrated electronic systems for filing, examination, and publication of IP rights. The new digital platform expected to replace fragmented databases is part of Egypt’s broader e-government initiative, ensuring transparency, accessibility, and faster turnaround for applicants.
  • Capacity Building Investing in the training of IP examiners, legal professionals, and innovators, while promoting public awareness of intellectual property. Through workshops, university partnerships, and outreach campaigns, EIPA seeks to build a robust innovation culture and enhance Egypt’s standing in global IP indices.
  • Enforcement: Strengthening coordination among enforcement agencies—including customs, police, and judicial authorities to combat counterfeiting and infringement. The Authority also plans to establish mechanisms for dispute resolution and inter-agency cooperation to uphold IP rights effectively.
  • Commercialization: Facilitating the economic exploitation of IP assets, particularly state-owned patents and technologies. EIPA supports mechanisms for licensing, technology transfer, and valuation, ensuring that IP serves as a driver of entrepreneurship, investment, and national economic growth.

 

This new authority doesn’t just mean “another bureaucracy” it signals a bold step forward for Egypt, enhancing the protection of IP rights, fostering innovation, and positioning Egypt as a key hub for IP in the region.
